The Goo Alien concept of “Dictator” is about the same as the English word – but slightly more literal.
On the Third Pathlayer, as on most government ships, the linguistic base is Black Speech. It’s one of a few requirements – what you must learn to become a citizen. What you must be proficient in to be authorized to leave your planet of birth.
Goo Aliens are a mildly psychic species. This has a firm definition; they communicate with radiation frequencies outside the spectra they can physically observe, spectra that have no use except communication.
So you very much know what a child is thinking, because they can’t shut up about it.
So miscommunication is harder than communication, because the structure of understanding a statement can be sent directly to your language processor.
So you have childhood illnesses where you’re too sensitive to whatever is being said around you and have to be isolated.
Black Speech is the formal language of the Goo Aliens – written, spoken- that does not use any psychic structures. It’s what you can use safely with other species. Its what you can use while FTL – on the black – where radiation can’t vector.
Psychic structures can be provided – understood. But they are non-binding.
Until you went back to the days of the Dictators.
A few strains, simply put, could make their structures binding. Those that heard what was meant as an order had no room to disagree. No mental separation from the thoughts put in their heads.
Some humans would call this slavery. It was… more selective. The mind was free in all the ways the Dictator wished it to be.
In the modern day, all strains that could do this, offically, according to the unified military government, have been eliminated.
